Childcare Management

Part of the worlds-biggest-software-project initiative.

An AI-native, open-source childcare management platform that automates enrollment, attendance, parent communication, billing, and regulatory compliance for licensed centres.

Childcare Management is a candidate open-source platform for childcare centres, multi-site operators, and publicly funded programmes. It targets the operational pain caused by fragmented enrollment, billing, subsidy reconciliation, and compliance tooling, where every incumbent is a proprietary commercial SaaS product and no open data standard exists across the category.

Why Childcare Management?

  • The mainstream market (Procare, Brightwheel, Lillio, Playground, iCare, Kindertales, LineLeader, EZChildTrack, Famly, Smartcare, Illumine) is entirely proprietary commercial SaaS; no open-source alternative was identified during research.
  • Subsidy reconciliation against CCDF and state agency rules remains rule-based and manual, producing a major source of revenue leakage even for centres on subsidy-focused tools like Playground and EZChildTrack.
  • Pricing is typically per-child or enrollment-based subscription, which scales steeply for growing centres and creates lock-in because there is no cross-platform data portability standard.
  • Ratio monitoring across incumbents is reactive — alerts fire when a breach occurs — rather than predictive based on attendance patterns and staff schedules.
  • Federal CCDF (2024 Final Rule, 2026 NPRM), 50+ state licensing regimes, CACFP, IDEA, and FERPA/HIPAA-adjacent privacy concerns create regulatory complexity that no incumbent automatically tracks for the operator.

Key Features

Attendance, Check-In, and Ratio Compliance

  • Digital touchless check-in/check-out with QR-code or PIN support
  • Real-time attendance tracking across rooms and sites
  • Staff-to-child ratio monitoring with compliance alerts
  • Immunisation, staff credential, and licensing audit logs

Billing, Payments, and Subsidy

  • Automated tuition billing, recurring invoicing, and ACH/credit-card collection
  • Split-payer accounts receivable for family + agency subsidy
  • Government subsidy billing with automated agency report generation
  • CACFP meal tracking with USDA food database integration

Family Engagement

  • Parent-facing mobile app with real-time daily activity updates
  • In-app two-way messaging between staff and families
  • Daily logs covering meals, naps, photos, and observations
  • Digital enrollment, registration forms, and e-signature capture

Learning Documentation

  • Observation capture aligned to state and provincial early childhood frameworks
  • Developmental milestone tracking and child portfolios
  • Lesson planning support tied to individual child development stage

Operations and Compliance

  • Staff scheduling and time tracking with attendance-driven ratio forecasting
  • Multi-site management with centralised reporting
  • Licensing compliance reporting for state audits
  • Enrollment pipeline with stage tracking and digital onboarding

AI-Native Advantage

Research identifies several capability gaps where AI changes the economics rather than merely polishing the UI. A subsidy reconciliation co-pilot can match attendance against CCDF claims, flag discrepancies before submission, and draft corrected filings — eliminating revenue leakage that rule-based tools miss. Predictive staff-to-ratio scheduling can forecast breach risk from historical attendance and surface call-in decisions before a breach occurs. LLM-assisted tagging of teacher daily notes and photos can populate developmental portfolios and flag children who may benefit from early intervention. A regulatory change agent can monitor state licensing and federal CCDF updates and surface required configuration changes to directors.

Tech Stack & Deployment

The category has no open data portability standard and no widely adopted open API across incumbents — LineLeader's Enroll API and Procare Connect are proprietary REST APIs, and most others expose only CSV export. This project's scope therefore includes an open API for third-party integration and data portability as a nice-to-have, on top of cloud-based deployment with mobile and web clients. Payment processing is expected to integrate with regulated processors subject to PCI DSS. Learning documentation handling child developmental data must respect COPPA, FERPA (for school-connected programmes), and GDPR for any EU deployments.

Market Context

North America generates roughly 41.6% of global childcare management software revenue, driven by tightening subsidy rules and the 2024 CCDF mandate linking reimbursements to digital attendance records (Mordor Intelligence; SNS Insider). Adoption is broad: over 68% of licensed childcare centres worldwide have adopted some digital platform, rising to around 70% in the US. Billing and payments is the fastest-growing segment at approximately 7.9% CAGR, while parent engagement features lead revenue contribution at about 35% (Global Growth Insights; IMARC Group). Buyers range from independent small centres (Brightwheel, Smartcare segment) to multi-site franchise operators (Procare, iCare segment) and publicly funded Head Start and CACFP programmes (EZChildTrack segment).
