An AI-native, open-source case management platform for municipal courts — handling citations, hearings, dispositions, fines, and documents in a single integrated system.

Municipal courts process high volumes of traffic, parking, misdemeanour, and ordinance cases under the same constitutional due-process obligations as superior courts, yet many still rely on paper dockets, manual scheduling, and disconnected fines-collection tools. This project aims to provide a modern, integrated case management platform for small and mid-sized municipalities, covering the full lifecycle from citation issuance through hearing scheduling, disposition recording, fines and fee collection, and document archiving — with connections to law enforcement, DMV, and payment systems.


Why Municipal Court Management?

  • Incumbents are dominated by a handful of closed-source proprietary vendors (Tyler, eFORCE, Journal Technologies, Thomson Reuters, Equivant), creating heavy lock-in and limited extensibility.
  • Tyler Odyssey and similar enterprise platforms carry heavy implementation costs and long deployment cycles, with API access historically restricted to certified partners.
  • Affordable, modern options for sub-50k-population municipalities are scarce; legacy products such as ICONsoft and INCODE Court still rely on dated desktop-style UIs.

AI-Native Advantage

AI is applied to areas where incumbents are weakest: citation OCR and structured-data extraction from paper or PDF citations, automatic case classification and statute lookup from narrative text, and plain-language summarisation of orders and judgements for defendants. A conversational, multilingual defendant assistant can explain eligibility, payment options, and hearing preparation in plain language. Speech-to-text with judge and party diarisation supports hearing transcripts, while anomaly detection flags missing dispositions and irregularities in cashiering. Drafting assistance for routine orders, warrants, and notices reduces clerk workload, and no-show probability modelling enables proactive scheduling interventions.


Tech Stack & Deployment

The project is intended to support both self-hosted and cloud deployments suitable for municipalities of varying size. Architecture follows published standards rather than proprietary screen flows or APIs — including NIEM, ECF, and OASIS LegalXML for data exchange, and publicly available state court technology standards (e.g. Texas OCA, California JCC) for state reporting. Integration surface is designed around a REST plus webhook API for partner systems. Payment flows delegate to certified processors to keep PCI-DSS scope minimal, and virtual-hearing integration targets standard platforms (Zoom for Government / Teams) with recording archival.


Market Context

The municipal court software category is heavily concentrated at the top, with Tyler Technologies (Odyssey and Municipal Case Manager), eFORCE, and CourtView consistently ranked as leaders by Research.com, Capterra, and GetApp. Primary buyers are municipal court administrators, presiding judges, and city IT/finance leaders — particularly in small to mid-sized jurisdictions underserved by enterprise platforms.
